Kingsrose Wins Finnish Drill Permit, Clearing Path to January 2027 Penikat Drilling
Key Takeaways
- Tukes has granted Kingsrose both an exploration permit and an Enforcement Order for Area 6 at Penikat, with the Company still targeting drilling in January 2027.
- The exploration permit allows 5,000m of drilling between 1 August and 31 March, runs four years once binding and can extend to a maximum of 15 years.
- If appealed, the Enforcement Order still allows 3,000m of drilling a year, subject to Natura 2000 buffers of 100m (wooded) or 200m (cleared).
- The appeal deadline is close of business on 20 November 2026, and an Enforcement Order appeal rejected within roughly three months would still leave drilling possible in early 2027.
- The permit follows supportive statements from LVV and Metsähallitus, which management cites as evidence its Penikat permitting approach is working.
Exploration permit and enforcement order granted for Area 6
Kingsrose Mining (ASX: KRM) has received an exploration permit and an Enforcement Order for Area 6 at the Penikat Project in Finland. The Finnish mining authority, Tukes, granted both, and the Company continues to target the start of drilling in January 2027.
Tukes concluded that the Company demonstrated the requirements of the Mining Act had been met and that there is no obstacle to granting the exploration permit. For investors, that moves Kingsrose from the approvals stage toward the drill bit.
Andy Caruso, Chief Executive Officer
“The receipt of this Exploration Permit and Enforcement Order from Tukes is an important milestone in the process to commence drilling at Penikat… [Tukes’ decision], along with the preceding statements from the Finnish environmental regulator (LVV) and the state landowner (Metsähallitus), are evidence that our Penikat permitting approach is effective.”

What do the permit and order allow?
The two documents work together. One sets the long-term right to drill, while the other sets a smaller, limited allowance if the decision is challenged.
Exploration permit terms
The granted exploration permit allows for 5,000m of drilling between 1 August and 31 March across successive years. All other conditions are consistent with Company expectations and Finnish responsible exploration practices.
The permit is valid for four years after the decision becomes legally binding. It can be extended in three-year increments, up to a maximum of 15 years in total. That long potential life points to a multi-year exploration runway at Area 6.
Enforcement Order terms
If there is any appeal, select measures described in the exploration permit decision may be undertaken to a limited extent, in compliance with the permit provisions. Specifically, the Enforcement Order permits 3,000m of drilling each year.
A minimum buffer from the Natura 2000 area applies: 100m in wooded areas or 200m in cleared areas.
| Item | Exploration Permit | Enforcement Order |
|---|---|---|
| Drilling allowance | 5,000m between 1 August and 31 March across successive years | 3,000m each year |
| Conditions | Consistent with Company expectations and Finnish responsible exploration practices | Minimum buffer from Natura 2000 area: 100m (wooded) or 200m (cleared) |
| Duration / status | Valid four years after becoming legally binding; extendable in three-year increments to a maximum of 15 years | Applies if an appeal is lodged |
How do Finnish exploration permits and enforcement orders work?
An exploration permit is the core legal right to carry out drilling. Without it, a company cannot drill at the project.
An Enforcement Order is a mechanism that lets limited work proceed while any appeals are heard. For you as an investor, it acts as a risk-mitigation tool, reducing the chance that an appeal alone stalls drilling.
Natura 2000 is a protected area, which is why buffer distances from it apply to the drilling permitted under the Enforcement Order.

What is the pathway to drilling and the appeal timeline?
The announcement sets out the following sequence:
- Tukes displays the granted exploration permit and Enforcement Order in accordance with the Mining Act.
- The window for appeals extends until close of business on 20 November 2026. The Enforcement Order may also be appealed on or before that date.
- If no appeals are received, the exploration permit becomes legally binding.
- If the exploration permit is appealed, the case will be heard in the Administrative Court of Northern Finland.
- Through the Enforcement Order, the Company is permitted to undertake a restricted drilling programme of 3,000m each year while appeals are heard.
Following receipt of legal advice, the Company understands that the Administrative Court prioritises appeals against Enforcement Orders, and that cases are generally processed within two to three months. If an appeal against the Enforcement Order is assessed and rejected within the three-month period, drilling remains possible in early 2027.
That is the Company’s understanding, not a guarantee. The January 2027 start remains a target.
The next dates to watch are the 20 November 2026 appeal deadline, followed by the targeted January 2027 drilling start. The preceding statements from LVV and Metsähallitus were described by management as supportive evidence of the Penikat permitting approach.
The positive LVV conclusion on the Natura 2000 assessment found no significant adverse impact from Area 6 work provided the identified mitigation measures are implemented, which cleared the way for Tukes to finalise the exploration permit and conditions.
Kingsrose said it will provide further updates as material developments occur. The Company describes a discovery-focused strategy, with interests in the Råna and Penikat projects.
