Iondrive Quality Jobs Application Accepted by Oklahoma for First US Module
Key Takeaways
- Oklahoma has formally accepted and date-stamped Iondrive's Quality Jobs application for its first US module, moving it from letter of support to formal qualification.
- The Oklahoma Department of Commerce has identified about US$5.2M in potential State and local benefits for Module 1, within a framework exceeding US$15M across three modules.
- Nothing has been awarded yet, with eligibility determination and an incentive agreement still to come, and the benefits are performance-based rather than upfront cash.
- The US$18M USDA senior debt target, with a guarantee of up to 80%, is separate financing and should not be added to the Oklahoma incentive figures.
- Module 1 still needs engineering, permitting, financing and a Board final investment decision before it proceeds.
Oklahoma accepts Iondrive’s Quality Jobs application for first US module
Oklahoma has accepted the incentive application from Iondrive (ASX: ION) for its first US commercial module. The step, announced on 16 October 2026, moves the company from identification into formal qualification in the State’s incentive process.
The Oklahoma Department of Commerce has identified approximately US$5.2M in potential State and local benefits for Module 1. That sits within a framework of potential incentives exceeding US$15M across three commercial rare earth recycling modules.
For investors, this is a formal step towards lowering the effective cost of building and running the first US operation. No incentive amount has been awarded yet.

From letter of support to formal qualification
The June 2026 Letter of Support carried preliminary estimates only. Since then, the company has moved a long way.
What has been completed
The 29 June 2026 announcement reported the Department of Commerce’s Letter of Support with preliminary estimates, and Iondrive had yet to enter the State’s formal application process. Its US entity registrations are now complete.
The Quality Jobs application has been formally received and date-stamped by the State, which fixes the application date for program purposes. The next steps are eligibility determination and the applicable incentive agreement.
The progression looks like this:
- Letter of Support with preliminary estimates (reported in the 29 June 2026 announcement)
- US registrations completed
- Quality Jobs application formally received and accepted
- Eligibility determination (next step)
- Applicable incentive agreement (next step)
Dr Grant Caffery, Chief Executive Officer
“We have now moved into the formal process to access those benefits, which is a real step forward as we build our first US operation.”
What acceptance does not mean
Acceptance is a formal milestone. It is not approval of an incentive agreement or of any particular amount.
The separate tax and workforce programs also follow their own processes, so one approval does not cover the lot.
How do Oklahoma’s performance-based incentives work?
Oklahoma’s legislated programs are performance-based. They become available as the operation is established and meets employment, investment and other program requirements.
They are not upfront cash for construction. Instead, they reduce the effective cost of building and running a processing business in the State.
| Program type | What it is | How it is accessed |
|---|---|---|
| Quality Jobs | Payroll rebates | Performance-based; available as employment, investment and other program requirements are met |
| State and local tax incentives | Applicable tax incentives | Follow their own process; subject to program requirements |
| Workforce training assistance | Support for workforce training | Follows its own process; subject to program requirements |
Oklahoma has indicated that similar incentive support may be available for additional commercial modules, potentially exceeding US$15M across three modules, subject to the relevant program requirements. In plain terms, the support is designed to scale with each repeatable module, provided the conditions are met.
What other funding is Iondrive pursuing?
Oklahoma’s incentives are only one part of the funding picture. Two other streams run alongside them, and they should not be confused with each other.
Funding pursued in parallel
Iondrive is pursuing the Governor’s Quick Action Closing Fund, a separate discretionary Oklahoma program, along with potential Federal, State and Tribal Nation assistance. Potential support includes cash grants, site and infrastructure assistance and other eligible project funding.
None of these is included in the US$5.2M Module 1 estimate or the US$15M+ three-module framework. Each is subject to its own assessment and approval.
USDA loan guarantee (separate initiative)
Iondrive is also pursuing a targeted US$18M senior debt facility under the USDA Business & Industry Guaranteed Loan Program, with a potential guarantee of up to 80% of qualifying lender exposure (ASX announcement 8 October 2026). This is a separate financing initiative, subject to lender and program approvals.
The three streams stay distinct:
- Oklahoma incentives: approximately US$5.2M for Module 1, within US$15M+ across three modules
- Additional funding opportunities: not quantified
- USDA initiative: targeted US$18M in senior debt, which is financing rather than an incentive
Because they differ in nature and approval status, the figures should not be added together.

What happens next for the first IONSolv™ module?
Iondrive will complete the remaining Quality Jobs qualification steps with the Department of Commerce. It will also continue its engagement on the Quick Action Closing Fund and other Federal, State and Tribal Nation programs, and progress the USDA initiative with prospective lenders.
Module engineering, US operational establishment and engagement with prospective feedstock and product counterparties are being progressed at the same time. The market will be updated as determinations are made.
The caveat is clear. No incentive, grant or guarantee has yet been awarded, and development of the first commercial IONSolv™ module remains subject to engineering, permitting, financing and a final investment decision by the Board.
The company’s thesis rests on a repeatable module, with performance-based support that scales alongside it.
